Riverside Transit Agency (RTA) was established as a Joint Powers Agency on Augand began operating bus service on March 16, 1977. He also earned certificates in total quality management, advanced business, management and executive business management from the University of California, Riverside, and a certificate in bus fleet management techniques from Indiana University. Larry is a graduate of the University of Redlands, where he earned a Bachelor’s degree in business administration and management.

He has been RTA’s chief executive officer since 2001. He has been with RTA since 1988, holding several positions, including maintenance director, human resources director, information technologies director, deputy general manager and general manager. Larry Rubio has 39 years of transit experience that began in 1978 at the Orange County Transit District. RTA’s service area spans 2,500 square miles, among the largest in the nation. RTA provides public transportation for western Riverside County, operating 36 local fixed routes, eight CommuterLink express routes and Dial-A-Ride service.
